The organization of management of the health care system needs significant improvement, management actions should be consistent, and the system of determining and implementing decisions should be transparent and timely. These conditions become vitally important at a time when our Society is going through yet another crisis caused by COVID-19, which we are still unable to overcome.
Unfortunately, the leadership of the health care system of Ukraine did not draw enough conclusions from the current situation. The lack of qualitative improvement (for which there was enough time since the beginning of the crisis in March 2020) of the emergency care system at the level of the requirements caused by COVID-19 is indicative; lack of coordinated actions to create strategic stocks of medicines that may be needed for further resistance to the crisis; as well as the lack of introduction of a more systematic control over the organization of the work of the Ministry of Health – which is clearly evidenced by the disorder regarding the observance of the deadlines for the consideration of proposals, the implementation of the decisions made, in particular, in the part of the circulation of products on the market (even those that belong to the category of important for combating the consequences of the pandemic ).
These defects also relate to the personnel situation in the management of the health care system, where there is a lack of a sufficient number of qualified mid-level management specialists and lack of transparency in the appointment and retention of managerial personnel.
This led to the fact that, instead of a harmoniously functioning system, the country and society get a conflict model, based on which the desire of the leadership of the Ministry of Health to dispose of the industry’s resources without control can be seen. Instead of the painstaking work of responding to the above challenges, the industry leadership engages in PR through numerous media appearances, which, by the way, should be done to a greater extent by those with the appropriate level of education and competence to answer the questions of a professional plan for the crisis , caused by COVID-19.
The quality of management depends on the personnel involved in the team. Unfortunately, the practice of the Soviet and post-Soviet oligarchic past is still present in personnel policy, in which key appointments are made without the necessary transparency and consistency, which, at least, does not correspond to the image of transparency, progressiveness and innovation of the approach to conducting affairs, which is declared by the highest political authorities countries
The system reproduced in the Ministry of Health due to the appointment of temporary acting officials, the uncertainty with the holding of tenders for the filling of full-time and vacant positions, leads to the formation of an atmosphere of temporality, lack of responsibility for the long-term result, has a negative impact in terms of the administrative dependence of officials and large structural units in terms of making decisions of a purely professional nature, which must be impartial.
A new vivid example of the above is the situation with the determination of the leadership of the SEP. Ensuring transparency, systematicity and continuity in the activities of this institution is extremely important in the crisis situation that has developed in the conditions of the pandemic.
AIPM Ukraine calls on the leadership of the State and the political forces that have taken responsibility for the state of affairs in the country to urgently intervene in the situation with management in the health care system and the provision of medical products in order to achieve actual progress in the organization of affairs in the industry, which, as it turned out, is the basis of a healthy society in all respects and a platform for the further progress of Ukraine.
