On October 15, the Ukrainian Health Care Forum ’15 was held at the InterContinental Kyiv Hotel with the support of the Ministry of Health of Ukraine.
The forum became the first largest platform in Ukraine that united market players with international investors and donors with the aim of attracting investments in the healthcare sector and solving the most urgent challenges of the industry. A special feature of the Forum was the discussion on the exchange of international experience of public-private partnership with the participation of representatives of Turkey and Belarus. More than 400 participants took part in the event, including the leadership of the Ministry of Health, manufacturers and distributors of medicines, chief doctors, owners of private clinics and manufacturers of medical equipment. Oleksandr Kvitashvili , Minister of Health of Ukraine, believes that all components of the medical reform must be implemented in parallel: “We spend a lot of time figuring out what should come first. We must do everything together, and clinical protocols, and passporting, and autonomization, and changing the financing system.”
“Health care is among the top three investments worldwide. In Ukrainian medicine, projects (not yet in the pure form of PPPs) arise sporadically. Now everything depends very much on the reform. If it does pass, we will be able to offer the investor a minimum guaranteed reimbursement of his costs per patient. Then the business itself will calculate the profitability. But even now, the Ministry of Health already helps certain active medical institutions and potential investors to conduct negotiations, as well as conduct a dialogue with local authorities. The adoption of a package of reform bills is an important component of attracting investments to our country, but it is quite possible to work with the existing law on public-private partnership,” said Oleksandra Pavlenko , First Deputy Minister of Health of Ukraine.
Ahmet Kesli , Deputy Chairman of the International PPP Center of Excellence, UN, Chairman of the Board, International PPP Platform Turkiye, who spoke for the first time in Ukraine, emphasized that “for the entire history of this year, the number of PPP projects in the field of health care in Europe took first place , before that, the palm of primacy was always in PPP projects in the field of infrastructure . “
The Forum was moderated by Andriy Kulikov , host of the socio-political talk show “Freedom of Speech” on the ICTV channel. The forum was also attended by Mykhailo Radutskyi , Deputy Head of the Kyiv City State Administration, Dorit Nitsan Kaluski , Head of the WHO Representative Office in Ukraine, Eliav Belotserkovskii , Ambassador Extraordinary and Plenipotentiary of the State of Israel to Ukraine, Iryna Sysoenko, People’s Deputy of Ukraine, Deputy Head of the Committee on Protection of health, Oleg Spizhenko , chairman of the board of the Association of Private Clinics of Ukraine, Pavlo Kovtonyuk , project manager of the health care reform of the National Reform Council of Ukraine, Victoria Lisnycha, President of the International Diplomatic Council in Ukraine, Tetyana Mikhnova , general director of the St. Paraskeva Medical Center, and others.
