On December 13, 2017, at a meeting, the Cabinet of Ministers of Ukraine voted for 2 resolutions providing for the provision of medical drugs to Ukrainians in the coming year.
We are talking about the updated version of the National List of Essential Medicines and changes to Resolution No. 1303 , which provides medicines to privileged groups of the population.
In particular, the Cabinet of Ministers approved the addition of 60 more active substances to the National List of Essential Medicines: 18 INNs included in the updated edition of WHO recommendations, 28 INNs included in state programs and subsidies for inhalation anesthetics and 14 drugs for emergency care. That is, from now on, the total number of drugs that are included in the National List and must be provided 100% in health care facilities is 427 drugs.
Separately decided to extend the effect of Resolution No. 1303. It is she who provides privileged categories of the population with medical preparations and products that are not currently in the National List. This regulation will continue to operate during the transition period. The change that was approved by the Government today is the mandatory registration of drugs in Ukraine and their presence in industry standards in the field of health care.
For reference: The National List of Essential Medicines is a list of safe medicines with proven effectiveness, which the state will guarantee to the patient free of charge. The main idea of the policy is that each medical institution should provide 100% of medicines according to the updated National List to each patient.
The new policy of providing medicinal products to Ukrainians changes the approach to financing. The state will spend taxpayers’ funds efficiently: only on those drugs whose effectiveness in the fight against diseases has been scientifically proven. State resources will be focused on providing free effective treatment for priority diseases and conditions to the maximum number of citizens.
