On November 16, the Committee of the Verkhovna Rada of Ukraine on health care held a round table meeting on the topic “Actual problems of legislative regulation of the circulation of medicinal products and the implementation of pharmaceutical activities.”
The event was attended by people’s deputies Olha Bogomolets, head of the Committee, and Oleg Musii, deputy head of the Committee, as well as representatives of the Administration of the President of Ukraine, the Ministry of Health of Ukraine, the State Service of Medicines of Ukraine, the State Expert Center, the Antimonopoly Committee of Ukraine, leading scientific medical and pharmaceutical institutions and higher education institutions, pharmaceutical associations, as well as representatives of professional unions and public organizations protecting patients’ rights.
Legislative initiatives related to the pharmaceutical industry were presented to the participants of the round table. Thus, Dmytro Aleshko, managing partner of the Legal Alliance legal company, presented the draft law of Ukraine “On medicinal products” (registration No. 2162) on behalf of its initiator, People’s Deputy Andriy Shipko. In turn, O. Musii spoke about the alternative draft of the Law of Ukraine “On Medicinal Products” initiated by him under registration No. 2162-1.
The head of the Committee emphasized that the adoption of the new edition of the Law “On Medicinal Products” is an extremely important issue that should be resolved as soon as possible. She gave representatives of the pharmaceutical industry 2 days to prepare and send to the Committee their proposals for the presented documents. The authors of both legislative initiatives have expressed readiness to cooperate for the sake of creating a single draft law, so the Committee is starting work immediately to register the relevant document on Monday and consider it at the next meeting.
During the round table, the draft law of Ukraine “On Pharmaceutical Self-Government” was discussed, presented by Oleg Klimov, the chairman of the board of the Public Organization “All-Ukrainian Pharmaceutical Chamber”. We will remind that this draft law, developed with the participation of experts from the Poltava Law Institute of the National Law University named after Yaroslav the Wise, was registered in the Parliament by People’s Deputy Yury Garbuz (“Block of Petro Poroshenko”) on September 9, 2015 under registration number 3054.
O. Bogomolets suggested that those present submit their amendments to the draft law within 2 weeks. They will be processed and included in the final version, which will be sent to market operators for discussion. The head of the Committee also noted that representatives of specialized industry associations can develop their own version of the bill if they are not satisfied with it.
